
Romania Supports Ukraine’s Reconstruction through a Regional Partnership

Romania is taking a concrete step in supporting the reconstruction of Ukraine—not just as a neighboring country in solidarity, but as an active partner in a joint effort for recovery and development.
Modernized roads, new jobs, increased investment in border counties, and greater involvement of Romanian companies in international projects—these are just a few of the direct effects Romania’s participation in Ukraine’s reconstruction is expected to bring.
On June 12, 2025, Romania’s two northern development regions, represented by the North-West and North-East Regional Development Agencies and the 12 county councils, signed a cooperation protocol dedicated to supporting Ukraine’s reconstruction. The initiative, titled the Regional Alliance for the Reconstruction of Ukraine, marks the beginning of a cross-border collaboration with tangible benefits for both Romania and Ukraine.
This agreement is more than a formal gesture. It sets out a coordinated and practical approach to support Ukraine’s reconstruction while also boosting economic development in Romania’s border regions. Its key focus areas include:
- Upgrading road and rail infrastructure on both sides of the Tisa River to improve cross-border connectivity;
- Engaging Romanian companies in providing materials, services, and expertise for reconstruction efforts in Ukraine;
- Developing logistics hubs, business centers, and industrial parks in Romania’s border counties to support commercial flows and reconstruction activities;
- Financing initiatives through European instruments dedicated to cooperation and reconstruction, without affecting local budgets.
The alliance will also develop a shared strategy focused on Ukraine’s logistical needs and key investment priorities. At the same time, an inter-institutional working group will be set up to foster collaboration, share expertise, and support joint projects in areas like infrastructure, economic development, and alignment with EU policies.
The protocol was signed in Sighetu Marmației in the presence of representatives from the European Commission, the European Parliament, the Government of Romania, the World Bank, as well as local and diplomatic leaders from Romania and Ukraine. The document provides a clear framework for cooperation among the 14 signatory institutions: the two Regional Development Agencies (North-West and North-East) and all 12 county councils from the participating regions.
For Romania, contributing to Ukraine’s reconstruction is not only an act of solidarity—it’s also a major economic opportunity. Local companies gain access to new markets, infrastructure investments are accelerated, and border regions strengthen their strategic role in the region.
It all starts with concrete steps, and this protocol is one of them.
