What are Smart Specialization Parks?

Smart Specialization Parks are business infrastructures specifically created to promote innovation, research, and development, with the goal of achieving new, innovative products and services. According to Government Emergency Ordinance 112/2022, activities carried out within these parks include innovation, research, and technology transfer, including serial, individual, and mass production, in a high-performance environment. Funding

Under the North-West Regional Programme 2021-2027, the development of smart specialisation parks is funded in two phases: (1) funding for founders and administrators to establish utility infrastructure and prepare the land, and (2) funding for SMEs to boost economic competitiveness by supporting investments in high value-added activities based on advanced technologies and knowledge.

Each funded founder will set aside a pre-reserved budget for at least five resident SMEs. Thus, for SMEs that have signed a concession agreement with the founders selected in the first phase, access to the grant is assured, subject to the pre-reserved budget limits.

Benefits

Non-Refundable Funding: You have access to non-refundable financing for innovative projects, including their development and implementation, with a pre-reserved budget allocated for each park.

Fiscal Incentives: You benefit from significant fiscal incentives provided under the legal framework, such as: up to 100% deduction of profit reinvested in development, up to 100% deduction of taxable profit for investments in the park, and exemptions from certain investment-related taxes on buildings and land.

Utility Infrastructure: You will have access to all necessary utilities for optimal operation of activities, ensuring an efficient and well-equipped working environment.

Advanced Production: You have the opportunity to benefit from facilities for batch, custom, and mass production, tailored to your needs.

Employee Access Facilities: The parks are designed to provide easy access for SME employees, featuring modern and well-planned urban infrastructure.

Access to the Research and Innovation Network: Connect to an extensive network of research and innovation, enabling collaboration with academic institutions, research centres, and national and international technology transfer organisations, essential for driving development and innovation.

Innovation and Development: Funded innovation activities include the acquisition of innovation support services such as cloud/data storage services, implementation of innovative technologies and solutions (including digital technologies and solutions), consulting services, assistance, or professional training related to the introduction or use of innovative technologies and solutions (including digital technologies and solutions), and more. Additionally, funding will cover the acquisition of innovative digital technical solutions, intangible assets such as software solutions, licenses, patents, and the development of online tools.
