Budget
Funding rate: Varies per country and funding agency; typically up to 100% for research organisations, with lower rates for enterprises. Budget conditions / limitations: No fixed project size, but a typical range is €1–2 million total budget per project. National caps apply (see Annex A). Payments: Handled individually by national/regional Funding Agencies according to their rules. EC co-funding (up to 30%) is managed via these agencies.

Details
Transnational research and innovation projects that contribute to sustainable urban transitions, with a strong stakeholder involvement and either research-oriented or innovation-oriented approaches. Projects must demonstrate clear added value of transnational collaboration and aim to implement tangible, impact-driven results. Sectors / domain: Urban mobility, urban circular economies, and urban energy systems — with cross-sectoral impacts in city planning, housing, governance, infrastructure, environment, and social inclusion. Specific topics or challenges: Projects must address one main topic from the selected Transition Pathway and can optionally include cross-pathway topics: 15-minute City: multimodal mobility, rethinking parking policies, and inclusive policymaking amid contestation. Circular Urban Economies: integrating green/social infrastructure, circular sustainable tourism, and green public procurement. Positive Energy Districts: PEDs in social housing, socio-economic impact of PEDs, and PEDs in heating/cooling strategies. Projects duration: Up to a maximum of 36 months.
Eligibility
Proposals must be submitted by consortia consisting of at least three independent legal entities from at least three different countries participating in the Call. At least two partners must be from EU Member States or Associated Countries eligible for EC co-funding. Participation of at least one urban government authority (city, municipality, or urban service provider) in the consortium is mandatory. Eligible countries include: Austria, Belgium, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Hungary, Italy, Republic of Korea, Latvia, Lithuania, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, The Netherlands, Tunisia, and Türkiye. Each partner must follow the eligibility rules of its national/regional Funding Agency (see Annex A of the Call Text).
